      Protection of Civilians Weekly Report | 2 - 8 May 2012
    Israeli forces injure at least 160 Palestinians in various demonstrations protesting prisoners conditions throughout the West Bank. Settlers injure another Palestinian and damage 55 trees. Also this week, Israeli forces bulldozed two roads and damaged two Palestinian-owned structures. In Gaza, Israeli restrictions on access to land and sea continue. Shortages of power and fuel continue disrupting the daily lives of 1.6 million people. Exports from Gaza remain barred.

    The establishment of settlements in the heart of Palestinian neighborhoods commonly entails the forced eviction and displacement of Palestinians. Beit Hanina, a Palestinian suburb in the northern part of East Jerusalem, has most recently become the target for such settlement activities, which include a plan to build around 60 new housing units for settlers

      The Monthly Humanitarian Monitor | March 2012
    Gaza Strip witnessed an escalation in hostilities between 9 and 12 March claiming the lives of five Palestinian civilians the injury of over 100, including nearly 40 children, and 11 Israeli civilians. Also, there was the first transfer by WFP of 140 tons of date bars from Gaza to West Bank since the imposition of the blockade. Some imports of restricted building materials for a number of UN projects were approved by Israel. 38% of essential drugs of out of stock in oPt. Blackouts of up to 18 hours per day continue.

      Statement by the United Nations Resident and Humanitarian Coordinator for the oPt, Maxwell Gaylard | April 2012
    The United Nations Resident and Humanitarian Coordinator for the occupied Palestinian territory, Maxwell Gaylard, has condemned the eviction of two Palestinian families from their adjacent homes in the East Jerusalem neighborhood of Beit Hanina. Their eviction earlier today follows a court case brought against the families by an Israeli association, which reportedly plans to build housing units on the property.

      Susiya: At Imminent Risk of Forced Displacement | March 2012
    Susiya faces a high risk of forced displacement due to the lack of adequate planning and its close proximity to an Israeli settlement. These characteristics make the community a “high priority” for demolitions, according to the Israeli Civil Administration’s (ICA) criteria applied in Area C. In response to a petition filed by a settler group to the Israeli High Court, the State indicated in March 2012 that it would act soon against outstanding demolition orders in Susiya.

The Humanitarian Atlas

East Jerusalem : Key Humanitarian Concerns

Since 1967, Israel has implemented measures and policies which have altered the status of East Jerusalem, contrary to international law and UN Security Council resolutions, and significantly increased the humanitarian vulnerability of East Jerusalem Palestinians. Israeli measures have also increasingly separated East Jerusalem from the remainder of the occupied Palestinian territory – physically, politically, socially and culturally. This report is designed to document the impact of these measures on the Palestinian population in East Jerusalem, in order to raise awareness, offer recommendations, and contribute to an enhanced response to humanitarian, early recovery and development needs.

Impeding Assitance: Challenges to Meeting the Humanitarian Needs od Palestinians | May 2010

This Special Focus draws attention to the range of measures currently impeding the humanitarian communitys ability to provide assistance to vulnerable Palestinians. The delivery of principled humanitarian assistance requires an operating environment that is conducive to the regular and continued deployment of staff and supplies, and managed in accordance with the principles of impartiality, neutrality and independence. In the occupied Palestinian territory, however, the humanitarian community is facing a number of obstacles to the movement of staff and goods and other restrictions impacting day-to-day operations that limit its ability to efficiently and effectively respond to existing needs.

Restricting Space: The Planing Regim Applied by Israeli Area C of the West Bank | December 2009

This OCHA Special Focus covers the planning and zoning regime applied by the Israeli authorities in Area C of the West Bank. Under this regime, Palestinian construction is effectively prohibited in some 70 percent of Area C, while in the remaining 30 percent, a range of restrictions virtually eliminate the possibility of obtaining a building permit. In practice, the Israeli authorities generally allow Palestinian construction only within the boundaries of an Israeli-approved plan and these cover less than one percent of Area C, much of which is already built-up. As a result, Palestinians are left with no choice but to build "illegally" and risk demolition of their structures and displacement. The consequences of the current regime are wide-ranging and extend to the entire Palestinian population of the West Bank.
